A snapshot in time


“I’m Tim Naples, and after a doctor put a hole in my head, I got some clarity, on why it is that I am compelled to try, while I can to fix some problems. 


In support of this mission, I’m building a tuition-free flying school in Puerto Rico to fix a something many think is just fine, a broken system. On my 70th birthday, I asked a flight school instructor about their whiskey compass—a critical backup if lightning kills your instruments—and they threw me out for it. That showed me how unsafe training has become. 


Part 141 schools are the worst—they lobbied to let their grads fly jetliners with just 1,000 hours, 500 less than the 1,500 Congress mandated after the 2009 Colgan Air crash. It’s asinine and will kill people. My school, PERCY, will prioritize safety, teach real skills, and be self-sustaining—students will build the buildings, wrench the airplane and grow their own food.

The non PARTY 141 solution

Welcome to Operation PERCY

Part 141 flight schools have become unsafe. Where there's greed, you find takers. Where there's government, you find givers, when education is involved you get a strict syllabus, rules, alternative, technology and probably a donation or 2 or 184. 


Add it all up and you've got the DEI problem only it isn't.

Operation PERCY

A little background on me


Tim Naples, a 70-year-old family man and aviation enthusiast, experienced a life-altering moment after a seizure and craniotomy, which he describes as “the best thing that ever happened to me.” The near-death experience gave him clarity: modern flight training is broken, endangering young pilots and passengers alike. Inspired to create an “escape to sanity,” 


Tim envisioned the PERCY Self Flying School—a tuition-free haven in Puerto Rico where students can learn to fly safely, free from the commercial pressures that plague the industry. The school will be self-sustaining, with students and staff building their own facilities, growing food, and focusing on safety-first training. The only external costs—airplane kits and gasoline—will be funded through partnerships, ensuring the mission remains untainted by profit motives.
